Flooding Swamps Port Arthur Shelter, Forcing Further Evacuations

Residents of Port Arthur, Texas, who were seeking shelter at a local civic center were displaced again when the building began to flood from Tropical Storm Harvey.

This video was taken from the bleachers inside the Carl Parker Center. It shows the flooding inside the center and all of the mats that people were sleeping on floating in the floodwater.  According to local reports, the flooding happened quickly, forcing people onto the bleachers while they waited to be moved to higher ground.

Harvey made a second landfall early on August 30, bringing further heavy rain and flooding to southeastern Texas and southwestern Louisiana.

We have been at the Port Arthur Civic Center for the last 7 hours and we've been taking in water in the building the whole time…Hope help is coming soon. God bless everyone here & everywhere dealing with Harvey…
