The city of Jacksonville experienced record-breaking flooding on September 11. A Flash Flood Emergency was issued for the St. Johns River.

Residents along the river were warned to expect another four to six feet of flooding as the tide came in later that day.
A flash-flood warning remained in place for the area. The warning came as the National Hurricane Center downgraded Irma to a tropical storm, with maximum sustained winds of 70 mph.
